Elected Officials

Harlan Township is governed by an elected three-member Board of Trustees and a fiscal officer, each serving four year terms. Rick Howry serves as the Board's current President and Marcus Shelton is our Vice President.

The Harlan Township Board of Trustees meets the first and third Wednesdays of every month at 7:00 pm in the Harlan Township Administration Building in Pleasant Plain, Ohio. We welcome your attendance at meetings and your feedback, questions or suggestions. Thank you.

Rick Howry

Rick Howry has served as a Township Trustee for the past 7 years. He moved into Harlan Township in 1967, and graduated from Little Miami High School. He went on to The Ohio State University and earned a degree in Science and Agriculture. He and his twin brother operate a farm in Harlan Township along with an agriculture seed and chemical business.

Rick and his wife, Janet, have two children. Their son, Brent, works for the Howry Brothers Farming Business. Their daughter Kimberly is a former teacher with Little Miami Schools. She now stays at home with her son and has another child on the way. Their family is also blessed with a wonderful son-in-law and daughter-in-law.

Harlan Township means a lot to Rick. He met his wife of 39 years here, and they've found it a great place to raise their children. He loves the atmosphere, along with the kind and friendly people in Harlan Township.

Marcus Shelton

Marcus Shelton is a lifelong resident of Harlan Township. He is a strong conservative and proponent of Christian values, fiscal responsibility, and transparency in Government. He currently serves as Vice President of the Board of Trustees.  He also serves on the Warren County Republican Central Committee and previously served on the Warren County GOP Board.

Marcus graduated from Little Miami High School and studied Business and Constitutional Government at Cincinnati State and Liberty University. He currently works as a Locomotive Engineer for CSX Transportation in Cincinnati. Marcus and his wife of 24 years, Cherie, reside on Edwardsville Road with their two sons, Lucas and Jacob.  Their son Lucas is currently serving as a paratrooper in the  United States Army.

Marcus appreciates being able to raise his sons in the same beautiful and peaceful community that he enjoyed while growing up. He would like to retain that same quality of life for you and your children for generations to come. Marcus feels that it is an honor and a privilege to serve the residents of Harlan Township. Bob Curran

Bob Curran has served as a Harlan Township Trustee for 28 years and has served many times as president of the Board of Trustees. His family moved to Harlan Township when he was four years old. He attended Harlan-Butlerville Elementary and graduated from Little Miami High School. He earned his Bachelor of Arts Degree from Wilmington College and his Masters Degree from Xavier University.

Bob drove a school bus and taught sixth grade for three years and then became and served as Principal of Harlan-Butlerville Elementary for fourteen years. During this time, he coached baseball and basketball for the younger students and had a ladies physical education class. He then served as principal of Little Miami Junior High School until he became Administrative Assistant of Little Miami Local School District. Some other occupations have included selling real estate, truck driver, farming in Harlan Township, and an antique shop owner.

Bob and his wife, Donna, of fifty-six years, live across from the home Bob grew up in. They regularly attend Butlerville United Methodist Church. They have three children—Kim is a teacher of over 30 years at Kings, Bobby is an independent truck driver and farmer in Harlan Township, and Kevin who also is a farmer in Harlan Township and works for Warren County. They also have ten grandchildren and one great-grandchild.

Bob is committed to working with the residents of Harlan Township to help make it an even better place to live.

Ginny Williams

Ginny Williams has served as the Township Fiscal Officer for the past 13 years. She grew up in Harlan Township and graduated from Little Miami High School and the Warren County Career Center.

She joined Harlan Township Fire & Rescue as a cadet, and has been a volunteer Emergency Medical Technician with the department for the past 25 years.

Ginny has been married to her husband Tim for 24 years.

Ginny is committed to serving the citizens of our township and providing the best service possible to continue to keep Harlan Township a great place to live.
